Adventurers are only allowed to take on missions of their rank or lower. Seekers are assigned badges that are mostly recognized across Uru. While Seekers aren't an official law enforcement agency, some of their jobs involve collecting bounties and it's not unusual to see them fighting or dealing with criminals.
